The Chief Minister functions in relation to mainly Council of Ministers, The Governor and the State Legislature. Besides this the CM is also member of Inter-State Council and National Development Council which are headed by the Prime Minister. The following is the Role and Power of Chief Minister of India:

1. CM’s role in relation to Council of Ministers

The CM is the head of State Council of Ministers and by that authority he performs the following functions:

• He gives recommendations to the Governor for appointment of Ministers to the Council.
• He assigns , reallocates, shuffles ranks and portfolios to the ministers.
• He can demand resignation from a minister or advise the Governor to dismiss said minister.
• The Council of Ministers automatically is dissolved if the CM resigns or dies.

2. CM’s role in relation to the Governor

The relationship between the CM & the Governor is as follows:

• The CM acts as a messenger, communicating the decisions made by the Council of Ministers to the Governor and vice versa.
• The CM advises the Governor on appointment of different officials at state level like Advocate General, Chairman and members of the State Public Service Commission, the State Election Commission etc.
• The CM also reports the administrative affairs of the state to the Governor if asked.

3. CM’s role in relation to the State Legislature

The CM is the leader of the house and by that authority, he performs the following functions:

• All government policies are announced by the CM at the floor of the house.
• The Legislative Assembly can be dissolved at any time at the recommendation by CM to the Governor.
• The Governor takes the CM’s advice before summoning the sessions of the state legislature.

Other functions of the CM

• The CM is the chief spokesperson of the state government and the political head of services.
• The CM is the head of state planning board.
• The CM is responsible for managing a situation in the state during any crisis/emergency.
