Using NAND gates

F= (x+y)(xy)’ = x. (xy)’ + y. (xy)’

Taking compliment

F’= ( x. (xy)’ + y. (xy)’ )’ = (x. (xy)’)’. (y. (xy)’)

Compliment again

F=( (x. (xy)’)’. (y. (xy)’) )’

So Answer is B
