192.168.0.0 is the starting point of the reserved private network space that encompasses all IP addresses through the 192.168.0.0-192.168.255.255 range. It refers to the IPv4 version of IP addresses and is the block name of the class C block which contains around 65,000 addresses. Being the starting IP, the 192.168.0.0 address can not be used by mobile devices or computers or other small networks segments.

192.168.0.0 is not used by mobile or computer devices because it is the starting IP of the C block and starting address is used for network identification, similarly, the last value (192.168.0.0) is assigned to broadcast traffic thus it also cannot be used by devices.
