The Honourable Prime Minister of India Initiatives Special Accelerated Road Development Program in North Eastern Region (SARDP-NE) under the Ministry of Road Transport and Highway in 2005, for the advancement of the road network in the northeastern states of the country. The SARDP-NE is a key initiative of the Indian government that focused on the improvement of the road framework in the North-Eastern part of the country. In addition to providing road connectivity to underdeveloped and remote areas, key locations, and neighbouring nations, this initiative aims to provide road connectivity to all district offices in the north-eastern region by a minimum 2-lane highway standard. It involves the eight states: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, and Sikkim. 

Objectives of Special Accelerated Road Development Program in North Eastern Region: 

The key objectives of the scheme are:

  • Upgrade national highways that connect state capitals to 2/4 lane
  • Modernising the national highways that link-state capitals
  • Establishing a link between the North Eastern Region’s district headquarters towns (NER)
  • Establishing road access in the NE region’s disadvantaged and rural communities in order to promote socio-economic development;
  • Enhancing strategically important routes in border regions;
  • Enhancing connections to nearby nations.

The SARDP-NE proposal from the state PWD and the Border Roads Organization(BRO) has been welcomed by the Ministry of Road Transport and Highways. As a result, the tasks fall within both organisations.

Funds Allocation:

Nearly twice as much as was originally allocated for SARDP-NE is now permitted under the new allocation. An amount of Rs 760 crore has been put aside for the same period, compared to the earlier Rs 390 crore expenditure anticipated to be incurred from National Investment Fund for 2020–21. Of this, Rs 300 crore is designated for the Arunachal Pradesh package.

In addition, over the past five years(2016-20), the allocations to the NE Region’s National Highways under the 10 percent required Pool Fund have increased. Under the aforementioned Fund, a total of Rs 4,520 crore was allotted for the years 2016–17, 5,265 crore for the years 2017–18, 6,210 crore for the years 2018–19, 6,070 crore for the years 2019–20, and Rs 6,780 crore for the years 2020–21.

Phases of the Special Accelerated Road Development Program in the North Eastern Region:

Phase A: The roads included in the Prime Minister’s statement are listed in the first phase of highways designated for phase A. They included selected NHs and state highways that the National Highway Authority of India(NHAI) suggested for four-laning through Build Operate Transfer (BOT). No proposal from Arunachal Pradesh was initially recalled for this rundown. However, one route of relatively short length, the Lumla to Tashigaon road via Dudunghar (36.00 km), has been included under this stage per the decision made at the GOS meeting on July 15, 2005.

Phase B: The projects selected for Phase B include NHs, state highways, and general staff roads that have been identified for construction or improvement and are intended to contribute to the network to region central command. The list includes roads that are part of both the state PWD and the BRO. The state roads that stand out are ODRs (Ordinary District Roads), which have a road width of 5.95 m. Such roads form a portion of the network connecting the region’s base camp and need to be upgraded or, instead, have their riding quality improved. The roads that the BRO selected include NH 52 and GS roads that connect the area’s base camps and that need to be upgraded to the two-fold path standard or improved for riding. The combined list of works was selected from PWD and BRO.

Arunachal Pradesh Package: The SARDP-NE package is a unique programme designed just for Arunachal Pradesh. It comprises of eight road projects in Arunachal Pradesh’s border regions, totaling 1243 kilometres. During his visit to Itanagar on August 26 and 27, 2004, the Foreign Secretary, GOI, had first been presented with the proposals for these routes. The eight roads covered are the Indo-Myanmar Route, two Inter Basin Routes, a border road towards Bhutan, and four other roads that connect border outposts on the border with China.
