The Pradhan Mantri Awas Yojana Gramin was originally launched as “Indira Awas Yojana” in 1985. PMAY-G was relaunched by our current government in 2016. The main aim of PMAY-G is to provide affordable houses with basic facilities to rural people. In 2016, the government announced “Housing for All by 2022” but recently it has been extended up to 2024. The main aim of this yojana is to provide pukka houses with basic facilities to the rural poor.

Features of the Pradhan Mantri Awas Yojana-Gramin (PMAY-G):

  • Families who lived in Kuccha houses will now be provided permanent housing.
  • Under the Indira Awas Yojana earlier, the size of the house was 20 square meters only, but under PMAYG it has extended to 25 square meters, including a hygienic kitchen.
  • In this yojana, all the document verification will be done by the respective gram Sabha on the official government websites.
  • Earlier, the eligibility of beneficiaries of this yojana was determined through the socio-economic and caste census (SECC), but at present, the eligibility of this yojana is established based on the social indicator data.
  • Under Indira Awas Yojana, the earlier amount of houses being constructed was 70,000 for non-hilly areas and 75000 for hilly or difficult areas, but in PMAYG the amount for constructing houses is 1.20 lakhs for non-hilly areas and 1.30 lakhs for hilly or difficult areas.
  • Only the central government will provide funds for all the construction in the union territories.
  • For hilly regions, the total cost of housing will be divided among the state government and central government in a ratio of 40:60, and for hilly regions, it will be 10:90.
  • All the transactions and payments will be made directly to the bank account of the beneficiaries after the Aadhaar verification.
  • All the eligible beneficiaries under this yojana can avail of a loan of an amount of up to 70,000. This loan will be offered at a subsidized interest rate of 3 percent.

Eligibility for the Pradhan Mantri Awas Yojana-Gramin (PMAY-G):

  • A family should be houseless.
  • Families have kutcha houses and kutcha roofs with zero, one, or two rooms.
  • Families with no adult male members aged between 16 and 59 years.
  • Families with no adult members aged 16 to 59 years.
  • Families in which no one has a steady job.
  • A family has at least one disabled member having no able-bodied member.
  • Families from Scheduled Tribes and Castes, as well as Others and Minorities.

Pradhan Mantri Awas Yojana-Gramin (PMAY-G) is not Available to:

  • Families owning any mechanized agricultural equipment or fishing boats or any 2/3/4 wheelers.
  • Families have one member who is a government employee.
  • Families have at least one person who is paying income taxes or is a professional taxpayer.
  • Families have one member who is earning more than 10,000 per month as a source of income.
  • Families own KCC (Kisan Credit Cards) whose credit limit is 50,000.

Challenges of the Pradhan Mantri Awas Yojana -Gramin (PMAY-G):

  • The statewide lockdown brought on by the COVID-19 outbreak has slowed the pace of rural house construction under the Pradhan Mantri Awas Yojana-Gramin.
  • Delays can also be attributed to beneficiary refusal, migration, beneficiaries’ deaths without legal heirs, and state or UT delays in allocating land to landless beneficiaries.
  • The lack of labour, construction material, and lack of inspection at various stages of house construction all had an impact on implementation at the ground level.
  • The land is extremely scarce for developing new dwelling units.

  • Giving individual households without legal titles security of tenure, including a “no eviction guarantee,” to encourage them to make investments and improve their housing
  • States must push through rental changes that strike a compromise between the rights of property owners and the interests of tenants.
  • Daily monitoring of various aspects, such as gaps in home sanctioning, clearing of PMAY-Permanent G’s Wait List (PWL), and release of Central Share/State Matching Share to a Single Nodal Account from the Treasury (SNA).
  • The Ministry should distribute sufficient funding and assign goals to the States/UTs on time.

Achievements of the Pradhan Mantri Awas Yojana-Gramin (PMAY-G):

  • Less than 1.75 crores of the 2.28 crore houses intended for the rural poor have been constructed as of March 2022.
  • Amounts have been approved for roughly 85% of the beneficiaries.
  • This program has aided in the creation of jobs. During the lockdown, many states gave their migrant labourers jobs.
