1. How does democracy produce an accountable, responsive, and legitimate government?

Answer-

  1. Democracy helps in producing an accountable government. This is because the people exercise their right to vote in selecting their representatives through elections. The elected representatives are responsible for forming the government that makes decisions for the welfare of the people. If the government fails to meet the demands of the people, the people have every right to not elect them in the next election.
  2. Democracy creates a responsive government as the elected government is responsible towards the people of the nation as well as the Parliament. Their job is to meet the expectations of the people and take care of their needs and demands. They have to respond to the people and satisfy public opinion.
  3. Democracy produces a legitimate government as they are selected by the people through fair elections. People wish to be ruled by the elected government which makes it a legitimate government. A democratic government is a people’s own government that believes that democracy is suitable for the nation.

2. What are the conditions under which democracies accommodate social diversities?

Answer-

Democracies accommodate social diversities on the basis that democracy should not be considered the rule of the majority. There should be a focus on all the communities of the society with equal rights for both the majority and the minority. It is essential for all the communities to stay and work together in harmony for the development of the nation. It is of paramount importance to understand that the rule of the majority is not considered in terms of any social class, language, or religion. Anyone can be a part of the majority.

3. Give arguments to support or oppose the following assertions:

a. Industrialized countries can afford democracy but the poor need dictatorship to become rich.

Answer-

This statement is incorrect as there is no correlation between democracy and the wealth of a country. The economic growth and prosperity of a nation are dependent on the government policies, availability of resources, and trade relations the country has with other countries to attract foreign investment. If dictatorship was the answer to becoming rich, then African nations like Nigeria would have been rich and healthy nations, which is definitely not the case.

b. Democracy can’t reduce the inequality of incomes between different citizens.

Answer-

Democracy cannot directly reduce the inequality of incomes between different citizens as income is self-generated based on a person’s ability to work and their profession. Citizens work in different sectors and their income is based on that.

However, in India, certain initiatives have been undertaken to bring the gap oh inequality of incomes among the citizens. For example, The Minimum Wages Act enacted by the government as well as the implementation of policies that regulate the basic price at which goods are sold has aided in improving the per capita income of the nation.

c. Governments in poor countries should spend less on poverty reduction, health, and education and spend more on industries and infrastructure.

Answer-

This is not a wise decision as the growth of a nation is highly dependent on the health, education, and wealth of the population. It is important to invest in the health and infrastructure of the nation to ensure its growth and prosperity. The people make the country and if the people are unhealthy and uneducated, it will affect the growth of the nation.

d. In a democracy, all citizens have one vote, which means that there is the absence of any domination and conflict.

Answer-

This statement is partially true as even though all citizens have one vote in a democracy, this is not a fool-proof system and there can be conflicts among the different communities. For example, India has a diverse diaspora. There are many social divisions in society, and this can be seen in the form of riots and protests across the nation. Thus it is seen that democracy cannot completely eradicate social divisions.

4. Identify the challenges to democracy in the following descriptions. Also, suggest policy  /institutional mechanisms to deepen democracy in the given situations:

a. Following a High Court directive a temple in Orissa that had separate entry doors for dalits and non-Dalits allowed entry for all from the same door.

Answer-

The challenge to democracy here is to eliminate discrimination on the basis of social status like caste, religion, etc. This is a major threat to democracy and every effort must be made to provide equal status to all the citizens. The Constitution clearly states that discrimination of any kind is considered a crime and it is a big threat to the peace and harmony of the nation. So, if anyone is seen indulging in such practices, strict legal action should be taken against them.

b. A large number of farmers are committing suicide in different states of India.

Answer-

The challenge to democracy in this statement is providing subsidies to farmers which will enable them to earn some profits and have a livelihood. Farmers are committing suicide in India due to the economic inequality that is present in the nation. Farmers grow crops and are dependent on the weather for their crops to harvest. In case, the weather does not support them, they suffer huge losses and are unable to repay the loans they have taken. The government must ensure that they provide some sort of economic protection to the farmers in the form of subsidies or provide them with better irrigation methods, and cheaper fertilizers that will help them to have a livelihood.

c. Following the allegation of the killing of three civilians in Gandwara in a fake encounter by Jammu and Kashmir police, an inquiry has been ordered.

Answer-

The challenge here is to preserve the trust of the people in government institutions like the police. Instances like fake encounters raise questions about the police force. Another challenge, in this case, is to control the power of the police and other authoritative institutions.
