Flash allows different users to follow their own styles of animation because not every object can be animated using modern methods so such objects need to be animated in traditional ways. For example water fountain, fire, etc needs to be drawn frame by frame to give the actual world touch to these things hence, in this case, each frame can be drawn with a different drawing and these all frames are visited in a sequential manner at a certain rate to animate fire or water.
