They do not make important decisions in their ministries. However, as permanent executives, they assist the political executives in making various 
important decisions. They spend most of their time working for their departments.

Since they are elected by the people, they make decisions on behalf of the people in implementing the policies.  Comparatively, we can observe that they are more powerful than political executives, as these are the ones who make all the policies and are later implemented by political executives.
There will be a change in the social environment with each term change in government. They still remain in office even though the ruling government changes as their term is fixed.
