The “Deendayal Disabled Rehabilitation Scheme (DDRS)” was launched by the Ministry of Social Justice and Empowerment as the “Scheme to Promote Voluntary Action for Persons with Disabilities.” It was put into place to provide help and equal opportunity for people with impairments. Since 1999, NGOs working for the education and rehabilitation of people with disabilities have received financial support from the Central  Government of India under the Deendayal Disabled Rehabilitation Scheme (DDRS). From April 2003, the “Deendayal Disabled Rehabilitation Scheme (DDRS)” replaced the “Scheme to Promote Voluntary Action for Persons with Disabilities.”

Objective of the Deendayal Disabled Rehabilitation Scheme (DDRS):

The objectives of the DDRS scheme are the following:

  • To foster an environment that promotes the empowerment of people with disabilities and ensures their access to equal opportunities, equity, and social justice.
  • To promote the initiative for ensuring the Right of Persons with Disabilities Act 2016 is implemented successfully.

Approach & Implementation of Deendayal Disabled Rehabilitation Scheme:

The goal of this programme is to give nonprofit organisations financial support so they can offer the full range of services required for the rehabilitation of people with disabilities, including early intervention, the development of daily living skills, education, skill development aimed at employability, training, and awareness-raising. 

  • The focus would be on education and training programmes to help people with disabilities integrate into society and realise their full potential.
  • By expanding the range of available vocational and professional options, sources of income, and well-paying employment, and by boosting educational chances at all levels and in all forms.
  • By establishing neighbourhood-based rehabilitation projects in both urban and rural locations
  • By preparing disabled people to participate in workforce development initiatives at various levels
  • To instruct people with disabilities in eco-friendly and environmentally conscious projects
  • To promote and make available the facilities for hostels, homes, and sufficient housing.
  • To provide venues for leisure activities, excursions, cultural events, and social gatherings

Projects under Deendayal Disabled Rehabilitation Scheme (DDRS):

Deendayal Disabled Rehabilitation will provide funding for these projects.

  • Early childhood education and intervention
  • Specialized Schools for Disabled Children
  • Initiative for young people with cerebral palsy
  • Individual recovering from leprosy
  • The psychosocial rehabilitation of those with controlled and treated mental illnesses.
  • Home management and rehabilitation services
  • Community-based programmes for rehabilitation

  • Development of Human Resources
